Mr. Constable is the founder and Principal Management Consultant of Integrity
Paymasters LLC. He has over two decades of experience in managing large-scale federal contract expenditures, with specialized expertise in International Finance and Anti-Money Laundering matters.

Mr. Constable’s career spans a wide range of sectors, including international banking, healthcare, defense, public safety, infrastructure development, renewable energy (wind, solar, oil, and natural gas), rare metals mining, agricultural commodities, and bulk petroleum products.

His extensive experience in finance & project management was gained during his tenure with the Federal Offices of the Inspector General (OIG)—the U.S. government’s official watchdog agencies responsible for overseeing the proper use of federal funds. Mr. Constable has held senior leadership roles within the largest OIGs, collectively managing and distributing billions of dollars in government contract awards annually.

Throughout his distinguished career with the federal Inspector Generals, Mr. Constable led and managed hundreds of large-scale contract and procurement initiatives. These projects involved oversight of sensitive and complex financial audits, evaluations, inspections, and investigations. His financial acumen played a critical role in identifying systemic vulnerabilities, uncovering unauthorized product substitutions (including substandard materials), detecting major cost overruns, andimplementing robust control protocols that mitigated project delays and budgetary losses. Mr. Constable’s outstanding contributions earned him recognition and awards from multiple agencies, including the OIG, the Federal Bureau of Investigation, and the U.S. Department of Justice, for his direct roles in helping recover hundreds of millions of dollars from both domestic and international entities.
